I got into Max Battles when Go Fest max Finale came out and can help you out, anon.

Tier 1-3 max battles are pretty simple, take little time and mostly depend on type advantage (as in, bring out an attacker that's super effective against the raid boss). Tier 4 takes a steep rise in difficulty (and tier 5 requires well tuned teams to beat).

You shouldn't have much trouble with Tier 2s and Tier 3s as long as you have at least 1 tank (so a very bulky mon with a 0.5s attack, out of which, Chansey/Blissey are some of the best and pretty available) and an attacker that has type advantage.

If you, say, have a Dynamax Charmader, it's a better use of candy to first evolve it to a Dynamax Charizard, upgrade its max move to level 2 and then level it up to level 30, in that order. If you don't have enough candy to level it up, evolving and upgrading the max move take priority.
I wouldn't take CP into account as much as that metric is a combination of your mon's stats (primarily attack) + level, and it is not that reliable.

Sure. Also, we are getting the Gigantamax Kanto starters either this coming month or the next. Gigantamax mons are (almost always) bette than their Dynamax counterparts (mainly because of the damage boost). It's also worth mentioning that they come fully evolved so it's less of an investment. For these, you'd need to find your local community through campfire, but it's a must for a new player such as yourself.

This is how I do it. My wife (female) has over 1500 rare candies, which I cannot fathom. There are plenty of good mons to funnel RC into. Or dump 100 into a legendary for a candy XL. I can’t see any reason to keep more than like 400 because let’s say you get traded a shundo Rayquaza or something you never know when they will be in raids again, you could at least get to lvl40 and a second attack and shit. But over 500 is just wasted bag space. Surely you don’t have 6 lvl40+ black kyurems and 6 lvl 40+ white kyurems and 6 lvl40+mewtwos/groudons/kyogres/roar of time dialgas/spacial rend palkias/ho-ohs/solgaleos/dawn wings necrozma/dusk mane necrozma/CS zacian/zamazenta etc etc, so just spend the rare candies until you do. An army of unstoppable mons is much more valuable than unspent resources just sitting there and those mons I listed are all going to be good until this game goes under

no you don't. blissey doesn't scare people away from gyms like you people think they do. if its been there long enough you still only need one battle to knock it out. if a person is really determined to get a gym, they will sit there for as long as it takes to flip it. the only other place blissey is useful is in dynamax raids and it doesn't need to be level 41+ for that.
