Local raids give like 3 guaranteed XL candies or something like that. Also, mega evolving the highest mega level Pokémon you got (of the same type as the pokemon you're trying to get XL candies for) increases the chance up to 30% at mega level 4.
Other than that it's catching every living Mon you want the XL candies for and praying you get a good amount.

Aside from being a top master league pick, what does Eternatus really solve?
It was a great new dragon type attacker for raid battles, but didn't add anything meaningful amongst a swarm of fused Kyurem and Mega Rayquaza.
For max battles, it doesn't achieve much different from crowned Zacian or Zamazenta, owing to its best move having too similar performance and utility to the Behemoth moves.

Not that it doesn't shift the needle, but max battles were already largely solved before Eternatus' debut.
Granted it has an adventure effect if you're still struggling to win a given max battle.

When the new round of megas debuted after Legends Z-A, Niantic completely lost interest in max battles and have dropped gigantamax battles largely in favour of the next heavily profitable super-mega raids.
Megas are just more popular and have wider usage than the fucked max battle format that requires specific max Pokémon.

Thanks to Necrozma, Kyurem, and the crowned dogs, I don't think there's really much that can be released that will really "solve" anything.
Eternatus has two things going for it; just the best option in a category (Dragon damage), so people will get excited to optimize their teams. And it's rare, which we've seen from Armored Mewtwo, gets people hyped to play regardless of effectiveness.

Ice and Ghost Rider Calyrex will eventually be a thing with their fused energy bullshit, but owing to inferior typing and base stats it's probably going to be worse than White Kyurem or Dawn Wings Necrozma, whilst having some of the worst defensive typings.
Calyrex is also not particularly popular by itself, though the horses get some love.

I think that's pretty much it. However, the fact that it was a """one-of-a-kind""" mon (not uncommon in PoGo but uncommon for big Mons like this one), the insufferably high candy requirements and the overall good event it launched on made it pretty memorable.

Max battles were doing pretty well until ZA launched, at which point Niantic rushed every remaining unreleased mega mon to make room for the hot new toy (ZA megas). Dataminers showed something akin to "global battles", so they might introduce another gimmick and gimp megas like they did with max battles.
