I really liked Juiced but I didn’t really get into racing games outside of it (ironically now I only play retro and iRacing) and I didn’t have anything besides it so I didnt have anything to compare it to. Also upon looking it up it appears that it didn’t review super well, but it made the PlayStation 2 Greatest Hits catalogue.

Daytona in its arcade version with network play is objectively a better racing game than Gran Turismo 1, which is a more niche videogame by design. It's not niche sales wise because it has attracted car nerds outside of the gaming circles.Now regarding when the peak has ended, 2010 is quite late. I'd say it's 2004 with GT4 and Burnout 3.
