This is basically an update of the NES Conflict game and as annoying and cheap since the AI starts the game with tons more money and production capability than you. The original was supposed to nominally simulate a NATO-Warsaw Pact conflict but this SNES version came out in '92 so they updated it to be set in the Gulf War. You can capture the enemy's cities and factories but to actually win you need to take his command unit or something like that. Not an easy/casual game and be sure to read manual.

Batista Harpu took four lengthy videos to beat Super Conflict. Yes these war sims are not fun or easy.

They have a lot of console war sims in Japan but they seldom get released internationally.
