Disc 2 is only noticably shorter than disc 1 if you're intentionally ignoring all the optional content in the game - most players will wait to tackle a lot of that content until disc 2 since their characters will be strong enough to have a fighting chance. So between the disc 1 and disc 2 optional content, I'd say disc 2 is maybe only 30% or so shorter than disc 1.
