For windows is there anything that I can turn on that will just put a CRT effect over EVERYTHING without having to configure it for each thing. I emulate a lot of retro games and play a lot of steam games, and just want something to toggle on for specific games when I feel like it. I have tried to google search this a few times and it's too specific. Like I know you can "use retroarch" for things, but I don't have the slightest idea if it can do what I'm asking and how.

Nobody has actually told you a real answer, The thing you are looking for is a program called reshade. Its a shader program that can run on any game and there are good CRT effects for it.
