Akiman has talked about how the cel-shading style came about, and it's a pretty odd and interesting story. It was actually a mandate from higher up (Okamoto) rather than an artistic choice by any of the developers. And Akiman thinks Okamoto might have gotten the idea by looking at placeholder unfinished sprites in previous games that had still had black outlines and flat colors. The whole thing might have been envisioned as a way to streamline graphic production, because the shading on the older Street Fighter 2- style sprites took a lot of time.

Akiman was initially opposed to the idea, because he understood that as you decrease the amount of detail in a drawing, the more the fundamentals are laid bare, you become unable to "polish a turd," so to speak. And he was worried that the whole team might not have solid enough figure drawing skills to get away with it. It was around that time that he and some of the other more experienced artists started putting together that in-house anatomy reference book you might have seen featured on the internet (pic related.)

And also since this game's whole thing was that it had to prove Capcom could do more than just rerelease SF2, it had to up the visuals. If all they did was get rid of the shading, it would just look like a downgrade. So that's why they went in so hard on increasing the animation quality to compensate. The characters ended up having somewhere between triple to quadruple the amount of animation frames as SF2 characters.

The end result, in spite of the simplified shading, ended up taking a lot more time to create than the older SF2 style had. Likely because of the increased amount of frames and more strict attention to figure drawing fundamentals. But it proved to become the foundation of all of Capcom's 2D fighting game sprites from then on.

It doesn't though. It's SF2's combo system with chain combos added. You can't even cancel into specials or supers from chains. Most supers can't be comboed into even if you do cancel into them. You also can't cancel specials into supers (which again wouldn't really matter even if you could, since most of the supers wouldn't combo anyway.) Juggles are extremely few and far between, and the ones that exist have strict hit limits on them. The only OTGs are dedicated moves that can only be tacked onto the end of a combo, not extend it. They really are nothing alike.

I've been trying to 1CC Vampire Hunter AKA Darkstalkers 2 and I've been having a lot of difficulty.
I've been using Morrigan and Sasquatch so far, and I've yet to make it past stage seven.

Any thoughts on what characters I should try/how to play them? All advice is welcome.

Big bands entire backstory built around police brutality was censored, because showing police brutality is offensive.
The Egrets armbands were censored, because an explicitly nazi themed paramilitary group vaguely resembling nazis is offensive.

instant classic. honestly the game i have the most experience with is the psp one and anakaris is commonly the first opponent in the arcade ladder and he always had the green palette. and i am realizing while typing this, a lot, if not all of the default palettes in hunter are the ones used by the AI in the arcade ladder for the psp game. this one i remember this most though since he's usually always one of the first opponents.

i don't think it can be done. it's a niche series and games are so expensive to make now so capcom is only interested in making things they know will sell a ton. they used to do the carrot and stick treatment to us by saying "if this game sells well enough, we'll make another darkstalkers" and they haven't even done that for a while. there is the capcom fighting collection at least... but i still want a modern port of the dreamcast or ps2 version. those are the ones that let you play as all the characters in one game.
