Sony was already making areangements with Square to pay for the advertisenent of FF VII and convinced Square to not let Nintendo release it in Europe.

Smaller and more fragmented market than the US or JP markets.SNES sold well over 10 million consoles in the US, and games only needed to be translated into English to have access to all those potential sales. Any dev wanting to release in the EU would have needed to convert everything to run on PAL just to get it functional, then translated into english for 1 million potential sales, translated into german for 1 million potential sales, translated into french for 1 million potential sales, and other languages having much smaller markets than that.
