Console and arcade hardware was for pushing fast sprites. Computers couldn't do fast action gameplay, but had lots of memory. Many European games pioneered strategy genres, simulation, sandboxes, stuff that is still being riffed on today. There's also a bias because anyone can easily emulate some SNES games or check out a remaster but nobody wants to put in the effort to learn how to set up an Amiga emulator, read a game's manual and tackle a slower old game at its own pace.Regardless, Factor 5 made some good action games.

Have you seen interviews with European and American devs? Playtesting wasn't a thing. And most of them were engineers first, game designers second. In Japan you had nodev niggas taking care of game design, like Inafune who was just an artist and got bumped up to a game design role. This ends up making for something interesting since mechanically Japanese games are simpler but more playable, whereas Western designers were tryhard engineers trying all sorts of things.

"Fun" is pretty subjective. But generally, Japanese games are much more fast-paced. Europeans went more for cinematic stuff.
