I don't believe this was composed by a human person. Even saying "composed" is a huge overstatement, it's like toddler is pressing random keys on toy piano.
I'm no expert but could it be a result of some programming mistake, like bad sound conversion or notes not playing correctly?

I think the issue is the Master System had a Yamaha FM chip and the Game Gear just had the square wave generator chip.

Sound is provided by the Texas Instruments SN76489 PSG built into the VDP, which can provide three square wave channels and one noise channel. The Japanese version also integrates the Yamaha YM2413 FM chip,[71]

The Game Gear is designed to be compatible with Master System games and consequently, many of its internal components were inherited from that system. It shares the same CPU, the Zilog Z80,[21] an 8-bit processor clocked at 3.5 MHz, and the same sound chip, a Texas Instruments SN76489, a programmable sound generator.
