I was checking out the 1996 run and there's this neat "Top 108" feature in the first May issue listing the best-reviewed games for the then dying system (based on their original scores when they were first reviewed).
Here are the top Western entries and their scores:

Actually, Earthworm Jim is one of the [30/40] entries, which I didn't include above, along with stuff like Another World or Mortal Kombat (!). They even put a Famitsu "good games" seal in the ads they ran back in 1995

When Famitsu did that 2006 reader poll that I see referenced fairly often for the best games of all time SFC Sim City came in at number 93.

Lol to be fair all of the entries reviewed 36/40 or better were Japanese-developed, AND almost half of them were JRPGs, but the top scores didn't go to pure JPRG fare: A Link to the Past (39/40) and Shiren the Wanderer (38/40) got first and second place, with F-Zero tying with FFVI for third (37/40).

Iirc no game until OoT got a perfect 40/40
