You're gonna need to hit up some forums or rope some friends in to play with you. Dreampi works really well but honestly Id recommend just emulating. Dreamcast emulation is essentially perfect now and Flycast lets you get online without any set up whatsoever on all the supported games and is crossplay with real hardware.

PSOV2 and quake 3 are the only games with regular players.dreamcast-talk has a weekly game night where they rotate through every playable game, but this means they play shitty games most of the time and you have to wait months to play the few actually good ones, for a couple hours one night.this rotation also means no one is good at any of the games because they get 4-10 nonconsecutive hours of practice a year.

Most players play the PC version, with 40-50 actives players at any given moment, but there are still some dreamcast players around, usually in the single digits. I think Ultima PSO is the most popular if you intend to play on PC whereas Sylverant or Schthack is most popular for Dreamcast.
