All the screenshots are from the DOS version, but the text definitely describes the console versions what with the permanent power ups for new player abilities. However, this is from may '96, it says release date for August that year, but the PSX version would only release in March of the next year. This is probably a hint that the PSX version was actually in development earlier than everyone expects.
