Nah, they think because Europe isn't hyper-centralized like Japan, that entire regions still live like in the fucking middle ages.

Even the most isolated regions still have cars and paved roads and whatever. The village in RE4 looks like it was frozen in 1900 or some shit, when some regions still didn't experience the industrial revolution.

That's because RE4 was meant to be another game entirely. It's just a reskin with two RE characters(Leon & Ada) in it. So yeah, RE4 seems very out of place. Also the ugly brown shit color makes RE4 unpleasant to look at compared to previous games. Even the midget looks out of place, since he's in 1700's attire.

I agree but it's deeper than that. Changing the camera to over shoulder makes it harder to navigate tight interiors. It's definitely deliberate that you see more of those interiors as the game goes on.
The game is more concerned about setting up interesting fights than navigation puzzles, which was never the case in 1 or 2. An open play field lets you fit in larger crowds with more enemy diversity. Even if some of the rooms are glorified hallways (chainsaw ladies, castle maze), there's still a respect for verticality and the player's perspective.

Even outside of la plaga, they're supposed to be backward countryfolk that serve as a stark contrast to the well-groomed and modern Leon, Ada, and Ashley. If the enemy with a chainsaw weren't enough of a clue, they were clearly going for the same vibe as Texas Chainsaw Massacre or The Hills Have Eyes, which have a similar dichotomy. It isn't supposed to be realistic, it's just supposed to emphasize the feeling of being an unwanted outsider in a hostile area.

Have you even played the game? They literally do have trucks and roads, they just aren't paved. While now days this is less common the road my house was on back in 2004 was not paved yet (they did this around 2007).
While it has been a while since I've read all the documents I believe the plagas took over in the 90's for the villagers essentially freezing them in time.
The villagers were also referred to as basically mountain Amish who were disconnected from the greater spainish culture until the 1500's when the Church sent the original Salazar down to make them good Christians and build a cool castle.
The most unrealistic part of the game is the quarries and stuff but I guess since they are basically slaves that will never question or refuse to work Salazar and Saddler can have them do that shit.
