It was mostly a dev thing. Konami and Capcom both did a lot of cartoon games, and they were generally high quality.

I remember a local magazine review for Daffy Duck for the SNES saying something like "Tiny Toons games are better than Looney Tunes games, and that's because of the developers, not the cartoon characters".
