Idk, while starfield was heavily hated it wasn't exactly a regression of fo4, I think they've hit their maximum worsification and have leveled out. I guess tes6 will tell us a lot, if it's exactly like fo4 and starfield then they've locked down on a horrendous formula, but it could also go worse or maybe even a reversal of the shittification after the backlash

Because big games take a long time to make and their main team all work on the mainline Elder Scrolls, Fallout and Starfield games.

But with Obsidian under Microsofts wing and the success of the TV show, it's entirely possible they might change that. At least as a tide-people-over Fallout game, like New Vegas

I wouldn't disagree, but mostly because of QoL degradation, particularly in terms of travelling, maps sucking shit, etc. but in terms of being an rpg it didn't degrade itself noticeably, the systems are largely the same and it actually walked back on the awful always-4-options dialogue wheel. I suppose the perks were worse, but the perks in fo4 are already shit.
fallout 4 made nv/fo3/Skyrim worse in almost every way except gunplay, which is still bad by industry standards. The map design was HEAVILY degraded, with most exploration being useless busywork akin to a ubisoft game while earlier Bethesda games gave you the impression you could find something interesting around every corner. In this regard, it's much more similar to starfield than other Bethesda rpgs. that's not to say that earlier bethesda games were great, it's just a big step down. in terms of writing and characters, yeah, worse than fo4(which is complete shit in this regard already), but that's not so interesting in looking at Bethesda's direction, no one made the executive decision to "have bad writing and characters".

Starfield was just a really shit idea.
It took out all of the best parts of Bethesda games, that being the detail in the cities and towns and the free roam exploration.

Even with all their problems, wandering around in Fallout 3 and 4, going through dungeons or (particularly in 3) finding a cool town with weird characters, is still really fun and makes those games good.
With Starfield everything is fast travel and loading screens and there is literally nothing worth exploring for.

Plus the writing, especially with companions, really was a big downgrade from 4.
Funnily enough 4 actually has good character writing, it's just that it has the worst plot of any Bethesda games. The dialogue alone was a massive upgrade from 3 often. Though the horrible mechanics of it really hindered that.

Easy solution to this.
The main story revolves around finding your dog, that's what's shown in the trailers, the gameplay previews etc. You promise the game will be as long as the previous fallout games and have as much content.
You do the common practice of having not only a review embargo but you only ship the game to reviewers 24 hours before release.

Now. The game you've been sold, finding your dog IS the length of the previous games and there's a batch of side content meeting at least FO3/4s side stuff. EZ right?
but wait, there's more.
That's the prologue of the game, the first 12.5%. The rest of the game opens up after the title cards and the credits, Bethesda's BIGGEST game ever, no more family bullshit or 3 answers that are the same and 1 sassy option. You subvert people's expectations and you see which review outlets don't play the game and you blacklist them. Anyone who criticizes the move is deemed an idiot.
The best part? You can get the dog in <1-3 hours if you know what you're doing, there's shortcuts you can take but it will be convoluted to do so and based on RNG.

Once you finish the game for realsies, the credits pop up and they say:
