Bethesda isn't really that big a studio. They were busy with Starfield- and even that game development relied on contractors.

I suppose the perks were worse, but the perks in fo4 are already shit.fallout 4 made nv/fo3/Skyrim worse in almost every way except gunplay, which is still bad by industry standards. The map design was HEAVILY degraded, with most exploration being useless busywork akin to a ubisoft game while earlier Bethesda games gave you the impression you could find something interesting around every corner. In this regard, it's much more similar to starfield than other Bethesda rpgs. that's not to say that earlier bethesda games were great, it's just a big step down. in terms of writing and characters, yeah, worse than fo4(which is complete shit in this regard already), but that's not so interesting in looking at Bethesda's direction, no one made the executive decision to "have bad writing and characters".
