It isn't until Rinoa enters the picture and Squall starts connecting with people in ways that go beyond following the mission that he starts developing a spine. Whether Seifer fucked Rinoa or not isn't even relevant, the point is that he was on the same path as Squall but their paths diverged, with Seifer chasing his dream of being the Sorceress' Knight (a dream that endearingly enough started with Laguna's shitty movie, one of the many threads tying the storylines together) and Squall taking Seifer's original role as Rinoa's bodyguard/love interest.Seifer's journey ultimately gets cut short by Squall, but at that point Squall has grown enough to be an actual protagonist so Seifer has been rendered obsolete to the story. And Seifer, who felt he couldn't afford to back down after everything that happened, finally finds it in him to step back and simply enjoy what he has. That's why you see him in the ending cinematic simply going fishing and goofing off with Fujin and Raijin. He chased his dream to its conclusion and that was enough for him. He has nothing further to prove so he can kick back and relax.He's not made to be hated, he's made to reflect Squall's role in the story. He's Squall's equal and opposite, and both of them get their happy ending.
