There was actually a time post-Oblivion pre-F3 where people knew Bethesda had the license but they wouldn't outright say that F3 was going to be an FPS and some people really entertained the possibility it wouldn't be. VATS was supposed to be the big bone they were throwing to original Fallout players and they would vaguely hint at it being turnbased because of it.

Much of Bethesda's writing is corny and I'll be the first to acknowledge it, but the fact that it causes so many players to completely sperg out just reveals how many RPG gamers are insecure edgelords who demand every game be some self-indulgent, remedial polisci lesson. FO4's dialogue system was genuinely innovative in that you weren't context-locked and could deliberately talk over, walk away from, or even blow the speaker's head off mid-sentence all of which are much more natural ways to interact with someone than a carefully worded rebuttal in the middle of the fucking apocalypse.
