Any casual city/base-building games like Timberborn?

Preferably with humans, and the ability to select and control units instead of having them be assigned to a workstation.

No combat, just like in Timberborn.

Rimworld basebuilding difficulty, you can even mod it to play any kind of creature you want, or some of its many clones assuming they can disable combat, I've played noble fates, dwarf fortress, going medieval, keeper rl...

I don't think there's a hard rule on which is which and for most games it's more about vibes (does it "feel" like an actual city?) than anything else, but for me city building or settlement building is when the main purpose of the game is to simply build and expand your city, while in base-building games you're building towards a specific goal that isn't intrinsicly tied to the city itself, whether that's something military, industrial, or whatever.

For example you've got games like They Are Billions, Diplomacy is Not an Option, The Last Spell etc. where you're building defenses to defeat hordes of enemies and the rest of your city exists to support that, or games like Rimworld and Factorio where you're building the infrastructure necessary to launch a spaceship. Games can blur the lines of course, like how in Rimworld most players build just for building's sake and not to reach the actual endgame of creating a spaceship.

Another way of looking at it is that the purpose of a city building game is to manage your population and meet their needs and expectations, while in base building games your population (if there even is an actual population to begin with) is simply a means to an end, where the end itself exists more or less independently of the population. Like in Sim City you have no real control over your population and your main interaction with them is to try and make them happy, while in Rimworld you have a lot more control over your population and they're an essential part of your construction and production. In Sim City, as long as you have money you can build things without having a population, while in Rimworld you can't do anything at all without a population to carry out your orders. In this sense, management games like Theme Park or Theme Hospital are also base-building games, it's just that your base has a very specific theme.
