Relic was peak for its variety. I don't think any other game has units call you out for ridiculous orders like trying to attack a tank with riflemen. Blizzard's lines, while certainly classic, would be considered trite today.

For me it's DoW2 because of all the dynamic responses that let you know what's happening with your units. Like specific voice calling out being attacked by specific enemy. Rookie units are hesitant while veteran units are cocky.If you put a rookie command vehicle's in danger they start cursing you which is great. That game was soulful but very very mediocre to play.

All speaking units have various lines suited for every possible situation they might find themselves in. World in Conflict had very nice unit chatter. Like if you zoomed close to any unit you could hear them chatting or shouting orders if they were in combat.
