I've always had trouble with just having museum/zoo/garden just by itself. Mixing it with other buildings works better for me I've found, and mixing the zoo with politicians seems fitting.
End of an Era building skins are a bit wonky, the buildings pop out of existence sometimes when shuffling the residential units around.
