Yes, I don't think the devs have published changelist anywhere yet, but they said on Reddit that the update is going to include at least UI, stability and modding improvements and "more".

I wouldn't say so. It's actually much more elegantly designed. Mostly it comes down to 90s UI and having to micromanage a lot of stuff on different planets. The Steam release is likely going to be the best version to pick up for a while and if sells enough there's a real possibility for more down the line, considering the original devs are involved.

Also the dev is really supportive with ideas from gamers, even taking some creative liberties and so on. Good to see that. If I'm not wrong someone even "pitched" a sequel and he was a really cool and chill guy as usual. Props to him.

I bought this game some time ago on gog, but sadly haven't gotten around to really understand it much. Only messed a bit around with it
But i really like the premise, and it's great that the developers support it that much
