Even professional soldiers of the time may not have been able to compared to the stuff a rich guy could access. Of course this quickly changes in the game timeframe as formations become a thing ane rich guys sitback and fund conflicts instead. But those highly organized professional soldiers are even stronger against levies. There should be a different mechanic for conscripts later on though. As later in the game's timeframe they did start creating programs to raise randoms on a quality more comparable to professional soldiers.

There absolutely needs to be something in-game to represent the battles where small trained groups best huge amounts of untrained ones though. Even if possibly a bit abstract, I feel levies can help represent this. As Scotland I got Nova Scotia and Newfoundland (except Nova Scotia was in Newfoundland and vice versa) and everything else was generics.
