Court And Country disaster just fired. I stripped all privileges from every estate but my crown power still won't go above 80%, much less the 84.46% the disaster requires to end. I swapped to Royal Decree and Autocracy reforms too. Upon investigation I discovered that my wise rule has made my country TOO prosperous and now there are too many burghers clinging to power. Even with no privileges, there are enough burgher pops to keep my crown power from hitting 84.46%.Something must be done.
