This remains true so long as the vassal has at least average of 80 control (weighted to where their taxes are actually coming from so their capital is outsized influence on that), which is true for vassals that are like 5 provinces max. You can still invest into the vassals lands without penalties yourself so practically this situation is without downsides for you. Except you should remember that the vassal keeps the rest of the money and then spend that to developing itself. As a results vassals are a free money glitch and incredibly good for developing land.Of course there's caveats like how AI is just dumb and it does waste some of it's cash in useless things you wouldn't want but generally speaking it's just a good idea if you yourself would have terrible proximity there. + they of course convert and assimilate the areas for you and you literally can't buy extra cabinet slots so vassals are required on that front anyhow.

Would you be able to enjoy playing as a jurchen tribe until your historical time comes in this game though? In EU4 it was partially not possible because hordes collapsed without war. But in EU5 I assume the system is different and there is a lot more stuff than war to a country. They usually have pretty ok profit by themselves and the +0.5% market access can add something like 0.1 to 0.5 value if the RGO is particularly good so they are deceptively good. Farming and forest villages are usually not worth it but they are what they say in the tin, if you have a +0.26 forest village then that's not a bad idea but +0.02 farming village? No way. Also note that they will saturate the market pretty quickly if you spam them so the more you build the more each of the others you built before gets devalued. It really depends on your situation but usually buildings in your towns and cities have profits in the region of +1 and up so prioritize those over village type buildings. Once you can't extract more profit from towns and/or you don't have enough people to work towns then look into villages more. The exception is probably market village on an excellent RGO like silver or gold or some such and good control because the market access bonus is worth so much in that case.
