The game takes place during a time were Europe was moving away from feudal polities to early modern central states. The rise of urbanization and the founding of many universities led to a new class of literate, educated lawmen that could staff the government and the crown was able to move away from a model where they enfiefed nobility with land in exchange for military service, instead the crown directly owned the land, administrated by civil servants. That's why you're supposed to move away from levies to regulars and (if they were worth the money, which they are not) mercenaries. Conquering new territories doesn't mean just making the previous owner swear fealty to you, it means replacing them with the crown managing the new lands directly. That is one of the primary differences between the early modern states of the renaissance and the old feudal society of the high middle ages.
