The one argument I could make is that so long as the girls are getting their pay and the funds they need to develop their branches, whatever Cover does with the excess is up to them. Ideally this works because they will invest it into opportunities that will grow the business, even if attempt doesn't turn out to be a success. The shitty part is if failures continue to drain funds. Homos, maybe holoearth but there's an easy path out for holoearth if they bolt on the tcg and concerts.
