I think the combat is way more engaging but yeah there are too many enemies and they're far too aggressive. I would cut the enemy encounters a bit, make them leash sooner but make them deal more damage, have more moves and HP. Also cut down on the i-frames on the dodge and health and ammo drops. This will make it so players are incentivized to avoid enemies and areas with a lot of them more dangerous, so you'll have to choose to expend precious ammo.
