Three things:1. Cover and Anycolor are both Japanese companies. If Gura's contract with Cover has any sort of non-compete clause that purports to prevent her from joining another vtuber agency for some set period of time after graduating, that clause is enforceable and would prevent her from joining Anycolor or any other Japanese vtuber agency2. In order for Gura to join Nijisanji, first she would need to want to leave Hololive on good (or at least neutral) terms. There's nothing going on anywhere to suggest that the thought has even crossed her mind, apart from the twitter bio of a known shitposter3. And even if Gura does choose to leave Hololive, and then also choose to wait however many months to join another Japanese vtuber agency, she would need to want to join Nijisanji in particular in order to join them (as opposed to joining any other vtuber agency). Riku can't draft her or any other vtuber the way some countries' militaries can draft people...oh, and Niji EN will officially cease to exist long before Gura would be legally able to join them, so she'd need to want to join Niji JP if she has even the slightest inclination to join Niji at all.
