Hololive would have gotten Helldivers perms if it wasn't for the fact that the devs refused to engage in Japanese bureaucratic bullshit; they straight up said they would not be responding to any request for stream permissions and that everyone was free to stream the game. This of course doesn't fly for a Japanese company like Cover who wants to do things by the books. They don't understand the concept of "hey we said everyone can do it so just do it." They need to go through the convoluted process and if you refuse to engage in that process it's basically the same as you telling them no.
