In my experience the lower quality a vtuber is or the closer they are to something like nyanners/belle Delphine, the less likely they are to be apart of some conspiracy. They won't waste symbolism on low effort drifters looking for cash. The more artificial/idol one is, the more likely they are to be in the circle.
