In the Video at 11:23-11:35 she states:

Has no one seen how things went with Sayu? She had to have a chibi model for a long time before she got her upgraded model. It could be months before we see her in her true form, just takes time that's all. We're lucky she had anything done. Dooby didn't even have a live2d yet on debut. Models take alot of time to create because of rigging(animations) and the hundreds if not thousands of layers in the art that has to get drawn.

TLDR: Things take time, patience.
