It allows incomplete projects to see a release on top of not leaving the Gen like a fractured mess. It also seems a lot more amicable than a graduation, even if graduations were supposed to be the amicable alternative to terminations.
It also clarifies which ones are open to maybe returning and which ones totally aren't. It seems rather harmless, but once a character is dead in an anime it's not like they're completely gone from existing, you know, Ace still shows up in One piece stuff every now and then, but graduations in Holo pretty much meant the disappearance of them completely and that was pretty wack. I think maybe as of today the difference is still not very clear but the older Hololive gets, and when some of the girls just want to move on with their lives onto different thing, those opportunities to return will carry even more weight
and as show by the dramatic drop in popularity that Coco had, a lot of people only care about them within the context of Hololive, so it's nice for them to be able to continue themselves to indulge in their favorite dead character instead of having Cover pretend they never existed
