It sounds like they've started hiring for how well the managers can handle bureaucracy. I think ShinySpicy might have better luck if they can have someone mentor Toramane on that front, especially since he has to struggle with the extra difficulty of how he's ended up being the first one who has to propose certain project types. It's genuinely a hard skill set to develop, and Cover should nurture it better.
