The Emperor is worshiped as a god but he isn't, he's still capable of committing error, and despite being unimaginably powerful he's still a son of man. This extends to the Astartes, who are supposed to be superior to normal men and without flaws, but who time and again show themselves to suffer from all the same flaws that normal men suffer from -- just in an unimaginably more powerful body.

If what anon here said in regards to nu lore is correct, then it doesnt make horus look redeemable imo, since he just chooses "in his right mind" to obtain chaos powers to raze the galaxy and then tries to drop it at the end once his war goals (which involved planning the destruction of half the galaxy and the consequent spread of chaos). Its just a hamfisted way of trying to make horus look good and it lacks the buildup that the previous lore had.Haha he wasnt really corrupted, he was just using chaos to his advantage and tried to drop it in the end vs oh man horus got tricked by chaos playing to his ambitions and now they've warped his mind and actions into turning humanity into a breeding ground for chaos to seep into reality

He is vastly more powerful than his peers but he is still a man and therefore fallible. Since the original minds behind the setting left the creative process behind 40K you had an influx of people taking the God-Emperor of Mankind as fact instead of a title. So ultimately you have people trying to make Emps fit in this hole he was never supposed to fill. He was the best that mankind had to offer but he was still a man.
