I never got what was with collect calls anyway, I could dimly imagine them being useful sometime if I were on a road trip or something and lost everything, but the amount they hammered the advertising, like 3-5 ads every block, I imagined there must have been some kind of weird hobo drifter culture out there just constantly making collect calls for grifting or panhandling.

Phone services and charges have changed A LOT over time. Back in the day "local" calls were free with your basic service, but anything "long distance" was charged extra. "local" calls were anything in your area code and maybe a few neighboring area codes depending on where you lived. If you called anyone outside your "local" call area you'd be charged a fee per minute or fraction thereof; and that could quickly get expensive if you had a lot of long distance calls to make. You could buy an upgraded service so you could make unlimited long distance calls, but that was relatively expensive. Remember that pay phones were THE WAY of making a call when you were out and about before the existence of well established cell networks. This era of this type of phone billing happened to overlap with the days of dial-up internet; and woe to the person whos only internet access was a long distance call away. Though you could buy "bulk time" to specific numbers to ameliorate those costs.
You live in a golden age of telephone access where virtually every basic plan for a cell phone includes unlimited calling and text and it's a very cheap upgrade to unlimited (though throttled) data. It used to be that cell phones charged by the minute (some still do, but most don't), and BOTH caller and reciever paid for the time of the call; also texts could cost you 25cents per text. It was an outrageous time.
