The only way to cut compressed video without transcoding is to make the cut at the nearest keyframe, so the timing accuracy is dependent on the source video encoding settings and how close your desired cut point is to the nearest keyframe. The underlying ffmpeg command is "ffmpeg -i [source file] -c:a copy -c:v copy -ss [start timestamp] -to [end timestamp] [output file]"
