Is there a simple program or a simple method to overlay a picture on your Windows 10 screen, and leave it there on top of everything else while you're still able to use the rest of the programs?

I think I've seen similar stuff done on Rainmeter. I havent used that program in a long ass time but I think I remember you could layer images that hover over all your opened windows. Takes some time to figure out the program but adding a custom image doesn't take that long.
