best program to make quick, simple pic collage like this? I've been using paint classic since I'm not booting up photoshop just for this

Just grab those little white squares and you can adjust that. Not trying to say M$paint is wonderful, but for really basic tasks like that it is fast and easy.

Sir I'm not that retarded. I mean I prefer if there's a way to perfectly align them and crop the extra part without having to adjust the size and risk losing some pixels.

Make a big new file, big enough to fit your images (New -> File)
Drag the two images, pick "Add layers"
Grab the image you want to see below and keep pressing the down arrow key (you can use the scroll wheel if you're zoomed in, you can also move it every 10px with ctrl+arrow key without pressing it)
Then pick "Move selection", grab some the upper-end points and drag it to the top
Image -> Crop selection

when installed, doing what you want is a simple command:

`convert -append <img1> <img2> out.png`

(you type this command in the terminal)

i use kolourpaint and I've never had a problem with this. kolourpaint has some other useful tools like a colour range selection tool, so it's a tiny bit more advanced than old paint, but not quite photoshop. it has image adjustments and effects too like embossing and colour reduction, balance, hue, etc.
if you use the selection tool, you can then move it around with the arrow keys, for finer precision movement.
