Fair use allows for reviews and small quotations, but for large sections of quotes or of certain research material, the rights of the copyright holder may have been technically violated. There have been various lawsuits. One of the lawsuits is starting to show a trend where the Internet Archive is going to lose. If the loss sets a precedent, then other copyright holders can cite that court case as a reason why their works should be removed as well because they didn't give advance permission to have large sections quoted or research materials displayed.
