For every part what should I get/look out for if I want

Base:
>60-90 FPS
>1440p to 4K
>Mid to High settings

Ideal:
>60-120 FPS
>4K
>Mid to High settings

Price: up to $1,200 give or take. Ideal is $1,000 give or take. For the base PC. I have a old mouse, headphones, monitor and keyboard and brand new tv to plug into.

I'm not asking much for which parts to get more what specs for each part I need to look out for.

Looking for
>CPU
>CPU Cooler
>Motherboard
>RAM
>Storge
>Video Card
>Case
>Power Supply
>Monitor
>Optical Drive (optional)
>Mouse and Keyboard
>Headphones (optional)
>Anything else I'm missing

Other things
>What is the safe wattage range?
>I hope I can get a OLED or QLED Monitor (someday)
>I really hope I can get a 4K Monitor that can show 120 FPS even if my pc can play at that. (I can upgrade)
>I can go pre build
>I play mid range games, old shit and open world shit. I want to get into shooters. I mod and download a lot of pictures.

Dont cheap out on a power supply would be my advice. I cheaped out on a PSU for my first build and regretted it in the longrun.

https://pcpartpicker.com/b/Tbqp99 a random build i found that fits your criteria
GPU has to be minimum nvidia 3060 or AMD RX 6700, but the other parts can be downgraded to fit the budget. Ryzen 5600 with any cooler like wraith stealth/prism or any aftermarket one, an A series motherboard, ~800w PSU.
I don't have a fan controller, just a single case fan on both the back and front, no issues with temps at full load but it's quieter compared to 3 at the front.
