You can set FORCED if you want your client to more frequently retry the Swarm. However, there can be one of those seeders who is seeding a LOT of different torrents at the same time. So the torrent you are in is just one out of several hundred OLD torrents. The seeder may have set only 10 upload slots to be shared across those hundreds of torrents. Eventually that seeder will finish with the other torrents and get back to the torrent you are in. Just remember to set your client to upload at a good rate to your Swarm peers so that they can also share among each other. Assholes that suck all the download from such a seeder but who don't upload basically keep the other clients in the swarm to be "Stalled". Meanwhile, that greedy asshole sucks up all the seeding and then runs away when done.

I can say the above because I am one those seeders of obsolete or old torrents. So I am connected to hundreds of old torrents, or rather, the client switches to new torrents every now and then as an upload slot is freed up.

Are you using an obnoxious client? If I see someone sucking a lot of bytes from me but they have zero upload to anyone else in a large swarm, I will add that IP to the firewall for a one day connection ban. They will have to connect to someone else for seeding as they waste my seeding.
