These caps are twisted on my asrock motherboard thanks to a wedged cable, incidentally, I've been having problems with my back USBs. I don't know if the USB problems are a direct result of the bent capacitors, and if not I still want to know what these do.
The motherboard is Asrock B450m steel legend. I'll post a diagram of the board in a sec.

Even a few degrees could mean the leads start pulling out of the cap.

they're not rotated, they're bent. each tilted away from the group. will post a clearer picture if it helps.

Not him, they should be fine. Bent caps are ok, if it the caps loose than thats an issue.

Not sure if related to the problems you are having but I've had an IO (backplate) cause problems with my usb ports. A piece of metal from the IO backplate was making contact with the inside of a usb port causing shorts.

you might be onto something here. my i/o plate does get in the way of dongles being inserted. to the point that i can't use all usb ports at the back.

so because of the gigantic vrm heatsink, i did not screw the standoff at the top left, as a result the motherboard is not straight. will fix and report results. thanks anon.

OK. I unbent the capacitors, and lined up the i/o shield properly (apparently not only was the top standoff unfastened, but the i/o plate had protruding metallic hooks that prevented both DP and HDMI ports from settling correctly). So now it sits properly. The USB issue on the other hand was misdiagnosed. The USBs only malfunction when my webcam is connected. it creates problems with all USB3.0 ports when plugged into any of them, and causes other devices to crap out. Not sure how to pinpoint the fault now.

Just to confirm, whenever it's connected, not just when it's in use? If the latter, it might be a USB bandwidth thing.

nah. i can't pinpoint the issue. I think something failed on the motherboard level.

USB3 ports work with:
- simple usb3 devices (mouse - keyboard - bluetooth dongle)
- usb2 devices (dslr live shooting cable - usb2 data drive).
- usb2 data drive (copy to and from).
- usb3 data drive (only when copying to the data drive at 40mbps).

USB3 ports DO NOT work with:
- webcam.
- The same usb3 data drive when copying from the data drive at 150mbps.

USB2 ports work with all of the above.
All devices work on other PCs.

i've tried the following:
- uninstalling usb from device manager.
- reinstalling chipset drivers.
- turning off / on usb3 controller from bios.
- changing power saving options from "power options" and "device manager".
