My arguments for why this is.

3. Wars. While wars have ensure a rapid development of technology, the degenerative nature of societies along a 250 year cycle leads to the massive stockpiles of technology likely being destroyed by any invaders. History erased by the hubris of the conqueror. An example is the antikythera mechanism or the library of Alexandria. Assuming that they had an equivalent of the internet. If our internet was to disappear, how many people have the schematics to recreate the world we have now? How far away are they from the people who could rebuild that infrastructure? Could they do it without the transportation we enjoy currently?
I wager that this house of cards, this crisis of competence, has happened innumerable times before. I believe this has all happened and will happen again. Ever striving towards the singularity but never being fast enough to get there.
