Constant communication would make all that pointless. Humanity would become dependant on the angels, and their sovereignty would never develop. It's a parent/child relationship from what I can tell. While the child is still technically dependent on the parent, their development is what's important. So they work with this in mind, and primarily protect the innocent (children).
