If your country has information on novel technology or extraterrestrial intelligence, do you really think they're going to let that spill to everyone else? They would have the ability to craft a weapon unlike anything else on this earth. Contact with an alien would bring a second Renaissance for sciences, whether there was actual communication or simply garnering an understanding of the entity via dissection or whatever. There's genuine power in secrecy here. Even if there was nothing of interest scientifically, imagine telling the general population that there is another species out there that can reach our planet with technology far beyond ours, with beings that are more intelligent than we are. That would alter people's perception on their religion at best and cause absolute chaos and panic at worst. It's better to keep things quiet. The mind games glowies are doing with the soft disclosures is probably the smartest way to handle things. Governments can negotiate exchanging of information and technology behind closed doors and the public gets exhausted from hearing about it to the point that any leaked information doesn't affect them.

In the same way we're fascinated with the concept of extraterrestrial life, they're probably just as interested in us. We're a new species with a unique genetic and chemical construction that can give them a better understanding of the universe. This information could help them learn how to cure illness or diminish birth defects, construct some sort of energy we're aware of, build a weapon or some sort of biological machine, the possibilities are endless. If something made the conscious effort to visit our planet, they're clearly invested in what our planet is about. They could be looking for places to annihilate for shits and giggles, but they're definitely interested in some capacity.
