Having done a good deal of thinking on the subject, it seems to be symbolism of the abstract concept of "civilization."We most often see these buckets/bags being carried by "gods"/deities; particularly those associated with knowledge, agriculture, and water. Which leads me to believe that the bucket, which represents the carrying of knowledge, is being carried by the "god" and delivered into the hands of its respective culture. This can mean any number of things, like the bearing of knowledge of irrigation, the agricultural revolution, and possibly writing.For a simple comparison you might call the bucket the fire, and the god carrying the bucket Prometheus. The deity depicted is bringing the people whatever that culture believes to be the catalyst of the start of their "civilization".
