They can make banging sounds on the walls and roof to assist in getting you to believe your neighbor is actually out there. You tell people what's going on, they don't believe you. You accuse said neighbor, he looks at you like you're crazy. You rehash your story on the internet, it reads as schizo babble. You see how this works? A calm and rational person put through this program will end up isolated, assumed crazy, and usually get some mental health issues entered into the record.
