Onishiki in 1917 is a possibility but there are multiple records missing from his lower division basho, although we do know he went from jonidan to juryo in 5 basho so it's likely. Got curious and compared each YDC yokozuna's promotion run by quality of the guys they beat. No points given for loses or fusen wins, so a high score means they had to fight and beat the highest ranking guys. Obviously Akebono suffers because no yokozuna were on the banzuke, but he also only fought another ozeki once in the two basho because he was the only healthy ozeki in the first one.
